St. Paul, MN — Dashcam video of a senselessly violent assault by a cop on a 21-year-old Laotian American has just been released and is the subject of an ACLU report this week. The video shows Buffalo Ridge Drug Task Force Agent Joe Joswiak stop Anthony Promvongsa in Worthington, Minnesota and immediately begin a violent attack.

The beating was captured on another officer’s dashcam who is caught disabling the audio to cover up Joswiak’s insanely violent fury.

According to police, Promvongsa was driving erratically for several city blocks sticking his head out of the window and yelling at Joswiak. Joswiak claims Promvongsa was swerving toward him repeatedly while making threatening remarks and unidentified hand signals.

None of this was captured on any of the dashcam footage involved in this case.

Joswiak claims he turned on his lights to make the stop and that Promvongsa refused to stop. However, from the dashcam, the young man appears to be driving quite safely and pulls over when he sees the actual patrol car with his lights on.

“Get the fuck out of the car, motherfucker. Show me your hands,” Joswiak screams as he immediately begins assaulting Promvongsa before he could even take off his seat belt. As he lays into the young man with knees, fists, and elbows — as if he’s in some UFC fight — the officer on the other side of the car is seen inexplicably turning off the audio recording.

Now, this entire incident is a case of the cop’s word against a 21-year-old who was beaten nearly to death on film.

One of the parties involved in this case is lying. However, only one of the parties in this case was captured on video violently attacking a barefoot young man half his size while another officer attempted to cover it up.

As City Pages reports, Promvongsa is charged with two counts of assault with a deadly weapon (his car), one count of fleeing a peace officer in a motor vehicle, possessing a small amount of marijuana, and driving with a revoked driver’s license. He has pleaded not guilty.

“[Promvongsa’s] obviously plead not guilty and we intend to try it. He maintains his innocence,” Promvongsa’s attorney Ginny Barron says. “What I can say is while I believe there are definitely a number of honorable police officers in the community who are highly respected, we are seeing increasing, systemic problems of excessive force in the Worthington Police Department, Nobles County Sheriff’s Office, and Buffalo Ridge Drug Task Force that we don’t believe should ever be allowed or tolerated in a civilized society.”

“Promvongsa was not given proper time to obey the officer’s orders before excessive force was used against him,” said Teresa Nelson, executive director of the ACLU, in a statement.

“Agent Joswiak’s use of force against Anthony Promvongsa is disturbing and completely unnecessary. We are calling for an investigation of Agent Joswiak’s behavior and for him to be held accountable for his brutal attack on Anthony Promvongsa, up to and including termination and prosecution.”

Agent Joswiak has not been disciplined at all for the violent attack caught on video.

“I had no idea what was going on when I was approached and attacked by this officer,” Promvongsa said in a statement. “I did not even have the opportunity to take off my seatbelt before I was literally blindsided with this unnecessary attack. I immediately pulled over for the Worthington squad car and before I knew what was happening I was beat and ripped from my vehicle. I know I am not the first person to have this type of traumatic experience with law enforcement in Worthington. This type of violence with community members has to stop. This encounter was demoralizing and has left me scared of future interactions with the police.”

    Many thousands have had this done to them and them charged with assault on a police officer then thrown into prison for many years. This says very little of the torture techniques used once they have you under their control.

    Unacceptable behavior from this officer. And the other officer, who not only turned off the audio, but failed to intervene to prevent or at least halt the assault, should also be held accountable. There ought to be a rule against officers turning off the audio or visual of their dash cams or body cams and, if there is such a rule, this officer should be disciplined for violating it.

    As discouraging as it may be to see so many of these reports about police officers abusing their authority, TFTP is providing a desperately needed public service. How strange it is that the efforts of TFTP are more to serve and protect the public than the police who use that line, which is often painted onto the sides of patrol cars. If only the police actually had such a beneficial attitude.

      I’m very curious as to how they saw him driving erratically for blocks when he was approaching them from the other direction and they had to make a u-turn to even pull him over, which began he did as soon as the lights went on.

        If you listen close at 1:00 on, right before they make the u-turn you can hear another officer radio about not stopping, and trying to hit another officer. Also right as they come to stop for the u-turn the same officer radios and asks if they can take the #1 position. Then later on, the guy confirms it all when saying ” It look like they were gonna hit me ” and “yea i got into with someone about law mower, but they wanted to fight me”. So you all can drink the kool-aid all you want but just from watching and listening to this video, the officer didn’t do anything wrong. Just another criminal looking for a payday.

    If anything, police should be held to a higher standard than that of the public…As it stands
    now, police can commit crimes with impunity because, in most situations, they
    investigate themselves…Behavior that would get an ordinary citizen charged,
    convicted and incarcerated is routinely ignored by “the powers that be” because
    police are considered to be “above the law” as the “law” is whatever they say
    it is, the Constitution be damned…

    Ever notice that police unions are “fraternal”? This should tell you something. The
    “thin-blue-line” is a gang, little different than street gangs–at least when it
    comes to “covering-up” their questionable and quite often, illegal and criminal
    behavior.

    In today’s day and age, “officer safety” trumps de-escalation of force. This, in part, is
    due to the militarization of the police along with training in Israeli police
    tactics. This becomes a problem, with the “us vs. them” attitude that is
    fosters, along with the fact that Israel is a very different place, being on a
    constant “war footing”, its police tactics are very
    different.

    There are too many instances of police being “given a pass”, even when incontrovertible video
    and audio evidence is presented. Grand juries, guided by police-friendly
    prosecutors, quite often refuse to charge those police officers who abuse their
    authority.

    Police officers, who want to do the right thing, are quite often marginalized and put
    into harms way, by their own brethren…When a police officer is beating on
    someone that is already restrained while yelling, “stop resisting” THAT is but
    one reason police have a “bad name” in many instances…this makes the “good
    cops” who are standing around, witnessing their “brethren in blue” beating on a
    restrained suspect, culpable as well…

    Since American police departments have been training in Israeli military tactics, we are all Palestinians now…

      If so, you wouldn’t have survived to be arrested. If arrested, you wouldn’t have survived your detainment. If you did, you wouldn’t get justice.
      The smart thing to do is submit. Or, if you just couldn’t, then leave the country before this happens. Like in N. Korea, you are not safe here. We the public, are under siege. And most will submit, with apologies to the authorities for attacking the fist of the officer with their face, e.g., “I’m so sorry for getting my blood all over your fist officer.” And the propaganda machine, MSM, will ignore this, or excuse it.

I know my own personal capabilities. which is why I go to work. come home. and mind my own business. I do not go out looking for trouble but even try to prevent it. I pay my taxes and happen to be a functioning member or society. but when it comes to me having to personally defend myself. my life will not be taken. nor will I be prosecuted for having to protect myself, badge or not. if the incident ever happens that I run into the rogue officer and have to do what I have to do then that would be the start of it and there would be no going back so I would then become the new hitler to American law enforcement. (don’t take the wrong way) meaning, I’m not gonna go out and become the murderer no. hell no. but that is when the time would come where I would then need to gather at least 50,000,000 million citizens ARMED CITIZENS and march our asses into the u.s supreme court and tell them that they are going to be some serious changes. they will have no choice. since it is we the people. and once again will the people over throw the government. its happened before and it will again. and they will have no choice but to then submit to us!!!!!!!!

        and that’s what happens when I, no…. the rogue officer runs into me. the whole country will change. but until then. I will continue to be a regular nobody and a so called “functioning member of society”

    Look at the backup. He has conspired to assist a crime by killing the audio and letting the crime continue, is concerned about that dash cam but doesn’t know how far to go next. “Hmmm, should I block the camera, or turn it off? No, that might be going too far and get me sued. I’m just watch.”
    The citizen is sometimes murdered in these situations (I thought he was reaching for a gun). It eliminates his testimony and possibly a suit if he has no one.
