WATCH: Cop Humiliated by Dept. After Going on 911 Call, Masturbating In Front of Mother and Daughters
San Jose, CA — Over the years, the Free Thought Project has reported on some utterly disturbing behavior by members of American law enforcement — up to and including public masturbation. Most of these incidents, however, involved cops who were off duty. However, a family in San Jose just found out that cops responding to 911 calls can and will show up to a call and think they are on a porn set.
On April 21, a family in San Jose called 911 to report that a mentally ill family member was being violent. Officer Matthew Dominguez, a 32-year-old who has been with the department for four years, showed up on the scene with two other officers.
Being the senior officer, Dominguez sent the two officers away to locate the allegedly violent family member. After he made himself alone with the women in the home, he decided it was time to act. As the two officers left, Dominguez started to masturbate in front of two daughters before the mother walked into the room.
When the mother walked in, seeing the two girls in shock, Dominguez took to exposing himself to her as well. Authorities said the victims were "shocked and scared" and ran away after realizing what was going on. Two male relatives were notified about Dominguez's sick behavior as another witnessed him in the dining room masturbating as well.
Exactly what possesses a police officer to begin masturbating at a crime scene or even to think that it would be acceptable, is mind blowing. Yet here we are.
It would take nearly three weeks for Dominguez to be arrested and on Thursday he was booked and charged with indecent exposure. He has since been placed on administrative leave.
"The charged behavior is beyond disturbing," District Attorney Jeff Rosen said. "Law enforcement officers respond to our homes to help crime victims, not terrorize, traumatize, and create new victims."
NBC Bay Area legal analyst Steve Clark said "this has far reaching implications, both on and off duty."

Cases tied to Dominguez could now all be in jeopardy as he apparently has a propensity for inserting his personal life directly into his work.
Prosecutors are asking anyone with information about Dominguez to call criminal investigator Christina Hanks at (408) 792-2851.
The San Jose police department has been riddled with controversy over the last several weeks. One of their officers showed up to a call drunk while another got a DUI on duty. Before that, another officer overdosed and died from fentanyl.
San Jose police Chief Anthony Mata made a statement after the last embarrassing arrest of one of his officers saying that he would film them being kicked out of the department. On Thursday, he backed up that statement.
"Last week, I said that when an officer violated the public's trust or engages in criminal conduct, I would personally walk that officer out the door," Mata said. "Today, I did it."
The department released the video below showing Mata walk the disgraced Dominguez out of the internal affairs office.
Dominguez will be arraigned on June 22 for a misdemeanor indecent exposure charge. If convicted the masturbating cop could face up to a year in jail and be placed on the sex offender registry for 10 years.
