In recent years, police departments across America have been seen using military equipment in response to situations where they are hardly necessary. Many of these cases have not received heavy media coverage, but the large scale lock down of Boston last year, and now Ferguson this year, has many people waking up to the growing police state.
Many have been wondering why the police have become so heavily armed and why they are so quick to bring tanks and riot gear into the streets.
While there are likely many factors involved with the militarization of American police, the contracts pertaining to the leasing of this military equipment include stipulations that encourage law enforcement agencies to use the gear as quickly as possible.
For example, the Department of Defense’s 1033 program, which provides billions of dollars worth of heavy equipment to police departments nationwide, actually stipulates that the departments must use it right away. There is actually a clause in the paperwork stating that the police department must use its equipment within one year of receiving it. If they do not use the equipment within one year they will be forced to return it.
According to the “application to participate” form that enrolled Missouri police in the 1033 program: “Property obtained under this SPO must be placed into use within one (1) year of receipt, unless the condition of the property renders it unusable, in which case the property can be returned to the nearest DLA Disposition Services Site. If property is not put into use by the LEA (law enforcement agency) within one (1) year, the State/LEA must coordinate a transfer of property to another LEA or request a turn-in to return the property to the nearest DLA Disposition Services Site.”
Reports have shown that over $4 billion worth of military equipment has been transferred from the pentagon to local police departments in recent years, with the 1033 program being just one of many government efforts to supply police with heavy ammunition.
The 1033 program was one of the many aspects of the National Defense Authorization Act (NDAA), which has been said to establish conditions comparable to martial law.
